Sidney Herbert, 1st Baron Herbert of Lea’s statue was designed by John Henry Foley. He was the secretary of war during 18 June 1859 – 22 July 1861. He was a confidant of Florence Nightingale. During the Crimean War, after knowing that Nightingale improved practices in nursing especially in her school, he asked her to lead the nurses to help aid the wounded soldiers of Crimea.

Sidney Herbert statue stands next to Florence Nightingale’s statue and in front of the Guards Crimean War Memorial. This statue was made in 1866 and erected in front of the War Office, then at Cumberland House, Pall Mall (now replaced with 89, the RAC building). It was moved here in 1914. He was responsible for the War Office during the Crimean War. He asked his friend, Florence Nightingale to lead a team of nurses during the Crimean War, and together he and Nightingale led the movement after the war for Army Health and reform of the War Office.

This statue stands in tribute to Sidney Herbert, 1st Baron Herbert of Lea. Sidney Herbert was Secretary of War for the UK during the Crimean War and it was he who sent Florence Nightingale out to Scutari in Turkey, and along with her, led the movement to improve Army Health and War Office reform after the Crimean War.. The statue depicts Herbert standing upright in a thoughtful pose with his right hand resting on his chin. The statue stands on a granite pedestal around which are bronze plaques showing scenes of his work, overseeing manufacturing represent and overseeing the care the wounded. The statue is subsidiary to the Guards Crimean War Memorial, next to the statue of Florence Nightingale.

Sidney Herbert was the younger son of George Herbert and became the first Baron Herbert of Lea, a British political leader and friend of Florence Nightingale, who has got his statue erected near the intersection of Pall Mall with Waterloo Place, not far from the building of the British Academy and the St. James’s Park. The beauty of the monument is actually part of a whole, which is composed of centennial buildings that surround the monument on all sides. In this way, the architectural ensemble that is formed gains elegance and refinement, making the region a small pearl in the middle of the movement of St. James's. This pearl becomes even brighter when night comes: the lights of the buildings, which highlight the details of neoclassical architecture, make this ensemble catch the attention of any passerby as a fine example of British care with its history and cultural legacies. The set becomes complete when you look at the Duke of York Column at the end of Waterloo Place. The two monuments seem to talk to each other about the city and its future. A future that is bright as the lights that illuminate the place at dusk and that keep guarding the story, as Guards Crimean War Memorial teaches us.
